Pocan named JFC co-chair, Colon vice chair

Assembly Speaker-elect Mike Sheridan appointed Mark Pocan of Madison co-chair of the Joint Finance Committee late today and gave the vice chair's spot to Pedro Colon of Milwaukee.

The other four Assembly Dem appointments to the budget committee are: Cory Mason of Racine, Jen Shilling of La Crosse, Gary Sherman Port Wing and Tamara Grigsby of Milwaukee.

Pocan Tardiness Explained

Rep. Pocan said that the "squawk boxes" that transmit the audio from the JFC were accidently shut off when the system was being tested for a graduation ceremony. Thus, when the committee started up, he couldn't hear it.

He said the 8-7 vote on the DRL will be fixed by the committee.

Reagan Meets Gorbachev

Suder said the omnibus package on Corrections funding is "an astonishing bipartisan agreement.

He drew laughs from the committee room when he said the meeting of the minds he had with Pocan on the issue was the most unlikely "since Reagan met Gorbachev."

Pocan was the only member of the Assembly to vote against the sex offender GPS tracking legislation Suder championed last session. Now Pocan has signed on to the proposal.

"Some said we could never achieve this," Suder said. "I never thought I'd see a Suder-Pocan motion on Corrections."

Pocan credited Suder with bringing the package together, and said he and Suder "share common goals" of community safety while at the same time reducing Corrections costs by reducing prison populations.

Modifications Made to HIV/AIDS Funding

A bipartisan motion from Vos, Pocan, Taylor and Darling modifies the governor's recommendation on budget paper 412, which deals with HIV/AIDS program funding through the Department of Health and Family Services.

The motion adopts alternative 4 of the budget paper, but begins the HIRSP pilot project on Oct. 1 rather than Jan. 1, provides an additional $400,000 above the governor's recommendation of $1 million for Mike Johnson grants, and modifies funding for the program to reflect re-estimates, reducing the funding to $1.74 million in 2008-09.

It also modifies statutes pertaining to the Mike Johnson grant program. The motion futher adopts alternative 5 of paper 412 which directs DHFS to determine feasibility of developing to the way the AIDS drug assistance program or other programs purchase HIV/AIDS medications in the pilot project and HIRSP would reimburse ADAP or the other programs for those prescription drug costs.

The changes to the bill increase spending by $1.3 million GPR.

The motion passed 15-1, with Rep. Suder voting against, saying the appropriation amounts to singling out one disease for special funding.

That Dreamboat Grover Norquist

Rep. Mark Pocan, D-Madison, mocked the Republicans' budget cutting proposals, saying their "rhetoric on taxes" and "zeal to reduce government" is at odds with the priorities of the people of the state.

"You're like a teenage girl who sees Brad Pitt, but in your case it's when you see Grover Norquist," Pocan said.

The reality of the Republican proposal is it will lead to school closings and consolidation, larger class sizes, and program cuts, he said.

"This is a cut in education no matter what way you try to paint it," Pocan said.

Pocan Compliments GPS Plan

Rep. Mark Pocan, who was a vocal critic of the sex offender GPS tracking bill, said the changes made to the legislation in the governor's budget provides a workable model for the policy.

"We pass bills ... you actually have to implement them," Pocan said to Frank.

Pocan said it was "wise" to tie the limits of monitoring with the terms of parole or probation supervision. The Madison Democrat added he believes GPS won't stop offenders from recidivism, it would only provide information on the offenders whereabouts after the crime has been committed.

Pocan also asked whether the state has any intention to renew a contract with the Corrections Corporation of America, the outfit that the state used to house inmates out of state due to in-state overcrowding. The contract expired last year, and all out-of-state inmates have been moved back inside Wisconsin's borders.

Frank said there are no plans to pursue another contract with CCA, and the state's policy is now to work with county sheriff's to acquire additional beds. "At this time, we don't have any intent to move people out of state," Frank said.
