Nass "Bitterly Disappointed" by JFC UW Votes

Rep. Steve Nass, R-Whitewater, the chairman chairman of the Assembly Colleges and Universities Committee, yesterday sent out a scathing press release and letter to constituents and Assembly Republican leadership blasting JFC votes on UW System budget items.

"I have witnessed my fair-share of backroom dealings in Madison, but the behavior today by some legislative leaders is simply despicable," Nass said in the press release. "The UW-La Crosse Diversity Surcharge was dead in the water, even the Democrats and some Republicans on the committee wanted to kill it. However, my own leadership prevented that from happening."

In the letter to constituents, he labeled some JFC provisions as "pork barrel."

"The Joint Finance Committee was able to reach agreement on passing a provision from Senator Mark Miller (D-Madison) mandating the UW System spend $25,000 to offer a five-week course in summer 2008 for Chinese political, business and academic leaders on the Wisconsin Idea and how it might relate to China's environmental issues," Nass said in the letter. "This motion passed on a 10-6 vote with two GOP members voting with the eight Democrats. One can't make this stuff up."

Nass has been sharply critical of the JFC, calling last month for the committee to cease its deliberations and have the budget go directly to the conference committee.

Nass: End JFC Process Now

Rep. Steve Nass, R-Whitewater, says the first two weeks of the Joint Finance Committee process has been "horrible for taxpayers and fantastic for big spenders," and called on Assembly Speaker Mike Huebsch and JFC co-chair Rep. Kitty Rhoades to end it.

"The current process, negotiated between the Co-Chairs, clearly favors the Senate Democrats in preserving Governor Doyle's $1.7 billion in tax and fee increases," said Nass in a letter to Rhoades and Huebsch. "It's painfully obvious that Senate Democrats won't agree to any changes in tax and fee increases, but will accept changes to promote spending and buy friends through expanded government programs."

Nass says the JFC should be skipped and legislative conference committees should has out the budget differences.

Nass Urges GOP Leaders to Start from Base Funding and Work Up

Rep. Steve Nass, R-Whitewater, urged Assembly Speaker Mike Huebsch, R-West Salem, and Joint Committee on Finance co-chair Rep. Kitty Rhoades, R-Hudson, in a letter to start working with the 2007-09 state budget from base funding up, rather than working directly from Democratic Gov. Jim Doyle's proposal.

Nass said if the committee works from Doyle's proposal, the JFC would need a 9-7 vote to remove an individual item, "virtually assuring the Senate Democrats absolute control over the final outcome in the Joint Finance Committee," according to Nass.

He added that Democrats in the Senate took a hard-nosed budget approach when Republicans controlled the Assembly and a Republican was governor, and blames this for the resulting $3.2 billion structural deficit.
