Assembly to vote on budget next week; Sheridan wants to take closer look at oil franchise fee
The full Legislature will begin debating the budget next week.
The Assembly tentatively plans to take up the budget June 9, says a spokeswoman for Assembly Speaker Mike Sheridan.
Legislative Fiscal Bureau director Bob Lang says the bureau's analysis of the Joint Finance Committee-approved budget will likely take until next Monday to complete.
The Senate may take up the bill the same week as the Assembly, or could wait until the following week to allow for the LFB to analyze any Assembly changes and allow members to come up with amendments, according to a spokeswoman for Senate Majority Leader Russ Decker.
-- Sheridan said he wants to take a closer look at the oil franchise fee included in the budget approved by the Joint Finance Committee last week.
Sheridan, D-Janesville, said he'd like to get all the information in front of him and talk to his members before making a pronouncement on the fee, which Doyle proposed in his budget as a way to recover cash from oil companies to pay for state roads.
"The bottom line is we've got to pay for roads in this state, and we've got to have good infrastructure if we want to have jobs in this state," Sheridan said. "It's important to make sure we do it the right way the first time."
Sheridan said he's "watching very closely" whether the state could be sued over the no pass-through provision of the proposal. At this point, he's unsure whether the proposed fee on oil companies or a straight gas tax would be preferable.
