Speculation grows that hospital assessment, cell phone surcharge will be part of revenue mix
Gov. Jim Doyle will hold a 4 p.m. news conference to discuss the state's fiscal situation, but remains unclear at this point whether a deal has fully been struck with legislators to solve the new $1.6 billion deficit hole.
But as the governor and lawmakers work on a plan to close the growing budget deficit, speculation centers on two possible sources of revenue that sources say are being considered.
The first is an expansion of the hospital assessment passed earlier this year in a budget repair bill to capture more federal money. Under the assessment, the state skims some of the federal money that flows back to Wisconsin to cover other expenses.
The sources said that by increasing the percentage on the assessment, the state could then reap more off the federal skim.
There is also speculation that a second source could be an increase in the cell phone surcharge passed earlier by the JFC and use some or all of it for general fund purposes. The surcharge approved by JFC is for 75 cents per month and would provide grants to service providers and local governments to fund a statewide 911 system. It is projected to pull in $102 million over the biennium.
