Alternative 2 of budget paper 461 passes 12-4. The paper deals with turnover and overtime at DHS care facilities.

On budget paper 421, Gov. Doyle proposed to reduce funding by nearly $4 million annually to reflect savings from eliminating the 5 percent premium for pharmacies who dispense prescriptions under SeniorCare. Rep. Vos attempted a motion to delete the governor's proposal, but it was defeated on a party-line vote. The governor's proposal then passed 12-4.

The committee voted 12-4 to adopt alternative 1 on budget paper 422, which would require counties to provide the non-federal portion of MA payment for MA eligible inpatient hospital services provided at mental health institutes.

The family planning waiver for men (budget paper 423) also passed on a party-line vote.

A stand-alone motion from Sen. Darling to delete the provision n the budget bill that establishes a maintenance-of-effort requirement for county eligibility to receive federal MA under the community recover services program passed 16-0.
