Details of prevailing wage motion
Here are some details on the prevailing wage motion from JFC Dems:
The threshold for projects that would apply is moved from $2,000 to $25,000. The motion exempts volunteers and minor service maintenance and warranty work. The prevailing wage would not apply to publicly funded private construction projects that receive $1 million in direct financial assistance. It does apply to state and municipal public work projects like roads, streets, bridges, sanitary sewers and water mains that will be turned over to municipalities or state for public ownership.
Contractors and subcontractors must keep records of names duties and wages so the Department of Workforce Development can post them on the Internet minus personal information. Prevailing wage does apply to RTAs. Provisions are to be implemented by Jan. 1, 2010.
The definition of publicly funded private construction project would not include projects of public works projects, owner occupied, housing projects supported by affordable housing grants, local housing trust funds or home improvement grants, or housing projects involved in the construction and or rehabilitation of a residential property that is limited in total size to 4 units or less, or a housing project with any retail office or commercial components that seek to increase the supply of affordable housing in the community.
Gov. Doyle's proposal is outlined in budget paper 850.
